what they found inside. the video came into our newsroom. a home in sonoma county goes up in flames. >> reporter: a muni subway shutdown has been solved this morning after a power outage last night stopped all trains. we'll tell you what commuters need to know this morning. well, cloudy to mostly cloudy skies. one more system here in this pattern. it will bring rain but how much rain? it's time now for "mornings on 2." forming. i'm dave clark. >> i'm tori campbell. san jose police are investigating the discovery of a marijuana growhouse. they found it while responding to a burglary call.

janine de la vega has more. >> reporter: >> reporter: these people had moved in make a couple of months ago. police have confirmed that no one lived here and they let us come this house and what we saw was wall-to-wall marijuana plants. here's a look at what police found shortly after 3:00 a.m. 300 harvested marijuana plants in every room of the house. police initially responded because a neighbor called 911 saying it appeared the home was being burglar id -- burglarized. the people saw people loading property out of the house. people living nearby had no idea. >> it scares me. >> reporter: nobody suspected anything? >> nobody. >> reporter: >> reporter: police say the

people responsible had even tampered with the wires of pg&e so the power company would not grow suspicious as to why so much power was going through the house. the fire department was called in for a short time because jugs of chemicals were found in the bathrooms and the fumes were overpowering for the officers. it determined those chemicals were fertilizers and firefighters keeped -- deemed it safe. police say the marijuana was worth about $100,000 on the streets. there were only stalks left and about $7,000 worth of equipment was found. and you can get the -- you can bet the narcotics unit will track down who is responsible for this growhouse. janine de la vega, ktvu channel 2 news. and to the latest on san francisco muni. it's back up and running after a transformer problem shut down

everything for hours. ktvu aalex savidge live at the -- ktvu's alex savidge is live at the van ness station. what do you know? >> reporter: well, right here on market street, i did an interview with the mta spokesperson, he came out here and updated the situation. he says computers who use subway systems can expect a smooth right. all of the issues has been resolved. he tells me all of their trains are running on their regular schedules. let me show you the scene inside the van ness station. all of the trains again moving this morning. there was a shutdown, though, last night. it was about 6:00 when the entire subway system stopped because of a blown transformer at the van ness station. crews had to work throughout the night to fix the problem. and then finally at 1:30 this morning, they had everybody up and running again. with all of the subways out of service. you can imagine it was a major

hassle for tens of thousands of commuters. many had to take the bus. the mta spokesperson said the hard work helped with service this morning. >> we thought we would have to provide modified office on the j and n line but crews were able to get it fixed this morning. we're proud of that work. we certainly appreciate the patience of our customers while we got this resolved. >> reporter: mta spokesman paul rose says muni is looking at the possibility that rain damage from sunday's storm in the bay area is what caused this outage. they had several stations flooded. the blown transformer is part of muni's infrastructure. it can't belong to pg&e. the spokesman also telling me that the fix put in place early on this morning by the crews is a permanent one, not a temporary solution. all of the subway trains up and

running. alex savidge, ktvu channel 2 news. >> all right, alex. just before that outage, a muni street car hit a woman in a wheelchair. she was dragged for a block. the unidentified woman was rushed to the hospital with life-threatening injuries. it is 7:05. we'll had some time to dry out and clean up. another round of rain is moving in. steve said there's already a little bit of rain falling in the north bay. more lane will cover the bay area tonight and tomorrow. it won't be as bad as last weekend's downpours. steve will join us with the full forecast in just a few minutes. and if you take highway 1, you might want to give yourself some extra time today. coming up at 7:30, where the highway is being reduced to one lane and the work that's being done to prepare for another round of rain. we have new video of a fire in petaluma. you can see this home on sadler

was completely engulfed in claims. it was reported at about 3:30. sonoma county fire says it was complete lit contained around 5:30. no reports of injuries -- completely contained around 5:30. no reports of injuries. police are looking for the person who caused this cause fire. today, county supervisors will meet about possibly closing four fire stations. the stations scheduled for closure are in walnut creek, clayton, martinez and la fayette. the closure list comes about a month after voters in the contra costa fire district rejected measure q, that temporary seven-year complex would have paid for those four fire stations. the berkeley fire station sent out warning letters to more than 900 ambulance

patients saying a tax fraud ring may have had access to some of their personal information. a former employee that handles berkeley's billing accessed client informs reportedly to give it to a tax fraud ring. the information may include names, social security numbers and birth dates. 13 people have been arrested so far for their involvement in that ring. 7:07. the good news, muni is back in service. >> that's right. full service. up right now, the hyde cable car was down. it was cleared just before 7:00. everyone back to normal in san francisco with your mass transit. we're gonna take a look outside. we have backup extending all the way to the maze. also starting to see some backup on the east shore freeway. 280 at the 880 split, you can see slow going on 280 as you

but we're -- but we're certainly getting closer. we just learned the president is rejecting the latest counteroffer from republicans. democrats believe they can force republicans to vote on tax increases. house minority leader, nancy pelosi, could be filing the necessary paperwork in a couple of hours. reporting live from washington, d.c., alison burns, ktvu channel 2 news. 7:15. right now, president obama is meeting with a bipartisan group of governors at the white house. reportedly, the governor has requested the meeting with the president. they want to urge president obama to work with congress on a solution to the fiscal cliff. in the afternoon, the same group of governors will meet with john boehner. california governor jerry brown is not among the group. 7:15. the owner of the drake's bay oyster company is plotting a legal response to the federal decision to shut down his operation. he said he will not give up.

the operating permit expired last month at the national seashore. the company was told it will have to leave within 90 days and that area will return to wilderness. oakland's largest pot club gets a key victory in court. a judge ruled that harborside medical center cannot be ejected and they cannot kick them out because it is not breaking state law. now, the landlord will decide again in federal court on december 20th. she wants them out because a federal prosecutor is threatening to seize the property. southern california leaders are demanding that the county be reimbursed for more than $12,000. "the san jose mercury news" show that he used a tax-funded

credit card to pay for casino stays, rental car upgrades. he said he will reimburse the county for many expenses within 30 days. but he's disputing some charge, including a $2500 donation to the eastside school district. a former commander of an elite police squad in contra costa county reportedly plans to plead guilty to the scheme involving the sale of confiscated drugs. under the reported plea deal norman welsch will admit to selling drugs. he and william butler were heard talking about the drug sales in an undercover video. butler pled guilty already and is serving eight years in prison. last night, the city held the third of four public meetings for the police chief search. they are asking people what qualities they want to see. this comes at a name when the

>> i saw the train pull into the station, about three quarters into the station. you almost heard a thud. >> reporter: witnesses say the suspect in the video was mumbling to himself before the attack. if the suspect does have mental illness, this case will be very similar to a 1999 attack when a schizophrenic man pushed a woman to her death at a subway station. a new photo has been released of george zimmerman taken the night that he allegedly shot and killed trayvon martin. zimmerman's defense team released this photo showing him with a swollen nose and bloody knows. the martin family says it adds nothing new to the case. he's charged with second-degree murder in the shooting. his trial is set to start next june. as our day begis, you may want to take an umbrella. the bay area is still trying -- is still drying out from the powerful storms. look out the window. steve says he will tell you when the rain is going here.

welcome back. if you drive on highway 1, give yourself extra time. ktvu's allie rasmus is live in pacifica with the latest on how drivers will be affected by the roadwork getting ready for the next storm. >> reporter: we got a lot of heavy rain and it did cause some erosion problems on highway 1. because of that, there will be traffic delays for drivers in this part of san mateo county. we're on pacifica. starting at 9:00, from this intersection, all the way to the north portal bridge area near the devil's slide project. caltrans will have one-way traffic controls in effect. we took a quick drive up to the

devil slide area. construction had not started but there were signs put in place already, warning drivers about today's road closures. >> the reason for the closures, another weaker storm is on its way in tonight through tomorrow morning. caltrans says it needs to shore up a portion of highway 1 near devil's slide to prevent further erosion. the tunnel project is scheduled to open february 2013. the project has been delayed at least a year beyond the initial opening date. they will try to get this work done this afternoon. we contacted a spokesperson and we're waiting to hear back from them. but until we hear back from them, we can tell you in the mine time, from 9:00 to:00 p.m., one-way traffic -- 9:00 to 3:00 p.m., one-way traffic signals will be in effect from here to the devil's slide area.

a marin county school that was closed because of mud damage plans to reopen after major cleanup. water and mud just poured into some of the classrooms because of an overflowing culvert nothinged. -- overflowing culvert nothing -- flood. and crews are dealing with a big road closure in santa cruz county. you can see a section of vine hill road near scotts valley collapsed sunday during the storm. officials say they hope to learn today whether the road can partially reopen while they

work on a permanent fix. >> i'm glad it didn't happen while i was driving on this road. i actually left for work and came back and saw this. >> homeowners in the area are also still cleaning up damage from the storm. one homeowner says two trees fell on his roof and another is still leaning dangerously toward his home. >> san francisco city hall addresses the nudity ban. brian floors -- brian flores has more. >> reporter: they are planning to put this to a final vote. as many people, this issue is very controversial. if it's anything like the many, you can plan to see many who showed up in full force to show up like that again.

this ordinance, if it does pass is expected to take place on february 1st. the meeting is scheduled to take place at 2:00 in the afternoon. i'm brian flores. san jose considering banning styrofoam food containers. if this is a proved, it would -- if approved it would take effect in 2014. well, in hayward a burglar's in custody this morning, an accused burglar. he's suspected of stealing from a classroom from special ed students three times in less than 24 hours. police say 44-year-old rodi burglarized the classroom at eldridge elementary school sunday night. he reportedly stole computers and other items. some items were recovered when he was arrested. he was on probation for burglary. now he faces new burglary

charges. and later on today, oakland police will give us new information about the beating of an autistic teenager. coming up at 7:45, the new arrest made by oakland police and what authorities say happened just hours before she was attacked. turns out, it was no secret that housing authority employees filed numerous complaints about their boss. several members of ed lee's staff have known for months about the complaints, according to the "chronicle." the paper reports a second lawsuit has been filed against alvarez. in the new lawsuit, a housing authority accuses -- employee accuses him of various things.

a bomb in afghanistan has killed two nato troops. the nato-led alliance said it happened yesterday in southern afghanistan. it did not give details on the exact location or the identities of those who died. there have been at least 384 service members killed in afghanistan so far this year. most of them were americans. a military appeals court has removed the judge in the fort hood shooting case. the u.s. court of appeals for the armed forces ruled yesterday that colonel gregory gross was not impartial in the case of gunman major nidal

hassan. the court threw out the order from the judge for hassan to be shaved. hassan faces the death penalty for the shooting spree. back here at home, the american civil liberties union will challenge plans to use u.s. drone plans. the aclu will argue that it can prove that the sheriff's office would use the drone to spy on people as well. a judge ruled that the first amendment rights of mental health professionals outweigh the concern that the practice is a danger to young people. the law was supposed to take

bridge. it's gridlocked. this is westbound on the right- hand side there as you make your way towards foster city. there don't seem to be any incidents on the chp website so i'm not sure what is causing this. it's really stop and go all the way into foster city from the hayward side. up next we have a look at the east shore freeway where it's pretty conjusted from richmond all the way down here to the berkeley area at the macarthur maze, that doesn't seem to be too bad. at the bay bridge toll plaza, there you go. you can see had is pretty yesterday locked back to the maze. so give yourself some extra time. here's steve -- steve. cloudy skies, light rain to the north. a lot of cloud cover here. we're waiting for the rain. a couple of returns off the marin/sonoma coast. it will be a cloudy day. this is a significantly weeker -- weaker system than we had of the last three that came by. there will be decent rain to the north. and that's cape mendocino,

there now. >> reporter: nobody called police until this morning. a neighbor called 911 after seeing people in front of the home loading property into several cars. when officers arrived, they found a front door open and around 300 harvest the marijuana plants. this is exclusive video that we have obtained that shows how packed the house was with plants. officers found jugs with chemicals in the bathroom and were overcome with fumes. now police inspected the backyard and found the grower to tamper with the wiring so pg&e wouldn't realize how much power they were using. >> you don't know what's gonna explode or what is not, you know, what kind of chemicals they have there. that's our concern. he lives next door. >> reporter: police determined this home was specifically used

as a sophisticated growhouse. they confiscated a lighting system and transformers and other equipment found throughout the house. the marijuana plants had a street value of around $100,000. now, back out here live, the narcotics detectives will likely return to investigate more on this case and to find out what is responsible for this indoor marijuana growhouse. reporting live from, janine de la vega, ktvu channel 2 news. >> thank you. continuing coverage on the muni metro subway power problems. the good news, if you ride mun in san francisco, the underground metro trains are running. last night a transformer broke down those stranded com-- down with stranded commuters. alex savidge has more. >> reporter: the rain over the weekend could be part of the problem. it will be a much easier ride here compared to last night's

commute. it was a short in the electrical system here at the va necessary system that -- vanness system that caused the problem. now, mta spokespersons said the workers are work -- are looking for flooding. >> the rain got into the subway throughout the system. but the flooding -- the major flooding took place at church station and so there was some significant damage there and that's why we had to stop service on sunday. we're looking into all of the water issues and looking at other issues as well as to what could have caused the short. the entire system shut down -- >> reporter: the entire system shut down at 6:00. many people filled up muni buses to get where they needed to go last night. one rider who was caught in

that mess was worried when she showed us the muni station this morning. i go to church station for work. i was worried that i would have to walk which isn't the most pleasant walk this time of the morning. i didn't have a chance to check that they were open so i was glad to see it was. >> reporter: the blown transformer that caused the outage is part of muni's infrastructure. the spokesman says the problem has been permanently fixed. this morning, com-- commuters obviously relieved as the trains are once again on the move. alex savidge, ktvu channel 2 news. >> thank you. and just before that power outage, a muni street car hit a woman in a wheelchair last night. she was bragged for a block. it happened near church and market street. the unidentified woman was rushed to the hospital with life-threatening injuries. 8:03. flames engulfed a home in petaluma hours ago. it happened on stadler lane.

sonoma county firefighters were able to contain it around 5:30. no injuries reported. but investigators are still looking for the cause of that fire. oakland police investigating a suspicious car fire that happened overnight. this one happened at prune and san leandro streets around 3:00. the car's tires had been stripped. this fire is still under investigation. big changes could be coming to fire services in contra costa county. today, county supervisors are scheduled to consider a plan to close four fire stations. the stations slated for closure are in walnut creek, clayton, martinez and la fayette. the closure list comes a month after voters in the contra costa fire district rejected measure q. the temporary seven- year parcel tax would have funded the four stations. another storm is heading our way. it's getting closer. in fact, rain's already falling up in the north bay.

the amount of rain, you heard steve -- the amount of rain effected to fall won't be as bad as last week's storm. there will be pockets of rain instead of a big deluge. steve will have the forecast in a few minutes. if you drive on highway 1, give yourself extra time today. coming up at 8:30, where the highway is being reduced to one lane and work that's already being done just to prepare for that next rain storm. 8:04. authorities from several different agencies will continue to search for a missing couple believed to be stuck in the sierra near the trail off highway 50, south of pollack pines. last thursday, 44-year-old roderick clifton and 45-year- old paula lane set citrus heights to drive through the sierra to gardnerville, nevada and family members report they

never made it. all right. let's get to tara. >> we have a tree that crashed into a couple of cars in livermore. this is a live look over the area. this is near reed avenue and east stanley boulevard. you can see that it has pinned at least two cars underneath. it looks like two trucks. maybe an suv and a pickup truck right here. it's not really affecting traffic per say. but what a scene here, this huge, huge tree. toppling over on the cars. with all of the storms, we've had, it's no surprise that the grounds become no saturating so the top-heavy trees give way and fall over. we have a look at the maps. can show -- we can show you where the shop vac is. it is creating a traffic hazard. and then we have another incident here, an accident 101 northbound at first street. if we take a live look at the

san mateo bridge, you can see that traffic is still very slow going on the right-hand side here. westbound as you make your way toward foster city. 8:06. here's steve. >> some rain reports coming in this the mendocino county -- coming in in the mendocino county -- this is a different system from the other three. it's not as strong. any time you have rain already in areas that had flood issues, then you have to take notice of this. it's beginning to move in. most of it will stay to the north. some rain will pick up later on and then late tonight/tomorrow, the,will move south. and -- the system will move

south. the russian river, some areas had a foot of rain. santa cruz mountains and areas to the north along bodega bay and the marin coast. this isn't too heavy but the air is already very saturated. 50s on the temperatures. low to mid, in fact, i think they are stuck here. there is a little southeast breeze developing. but no wind warnings but the heaviest rain will be to the north. one to two inches but i would not be surprised if tonight we got more. rain, slowly moving south. but this is the last system in the series. after that, the pattern is going to change as we get towards thursday. mostly cloudy, light rain north. turning a little bit heavier later on, already beginning to pick you. 50s and 60s for most of the day. it will be a cloudy day unless you are in the north bay and then i would keep the rain gear handy. rain takes us into wednesday. thursday, clear it out. there will be night and morning log. there -- light and morning fog. then the pattern changes.

obama to work with congress on the solution to the fiscal cliff. in the afternoon, the same group will meet with house speaker john boehner, california governor jerry brown, by the way, is not in this group. 8:14. the owner of drake's bay oyster company is working with a legal team to fight the decision by the federal government to shut down his operation. kevin lenny announced yesterday he does not plan to give up the federal government's order to give up the company. oakland's largest pot club get as key victory in court. a county judge ruled that harborside medical center cannot be convicted -- evicted. the owner cannot kick the club out because it's not breaking state law. the landlord will try her luck.

she wants harborside out because a federal prosecutor is threatening to seize the property. 8:15. santa clara county auditors are demanning that the county board president reimburse the county more than $12,000. the paper reports that an audit found he used a tax-payer funded credit card to pay for personal expenses like golf fees, casino hotel stays, and rental car upgrades. he says he will reimburse the county for many of the expenses within 30 days but he's disputing some of the charges, including a $2500 donation to the school district. a former commander of the elite squad in contra costa county will reportedly plead guilty. under the reported plea deal, norman welsch will admit in court tomorrow to stealing

drugs. welsch and butler were heard talking about the drug sales in an undercover video. butler pled guilty and is serving an eight-year prison term. san jose, still searching for a new police chief. last night, the city held the third of four public meetings asking people what qualities they would like to see in the next police chief. the search comes at a time when the city's police department is experiencing a rise in crime, staffing problems and low more more -- morale. >> we have a great staff. anyone who wants to apply can. >> the final search will be held next wednesday in south san jose. two mexican nationals have been charged for the death of a

coast guard officer. the boat was rammed by a drug smuggling both. horn and his crew mate were tossed into the water. horn suffered a fatal head injury. his crew mate was hurt. yesterday, coast guard officers from almeda to marina del ray honored his memory. >> we're a lot smaller than the new york police department. so when someone dies, it's affected by the whole service. >> the two suspects are being held without pail -- bail. they will be back in court december 17th. there is a new photo being released of george zimmerman from florida, taken the night he shot and killed trayvon martin. zimmerman's defense team released this photo showing zimmerman with a super bowlen -- swollen nose and a bloody face. an attorney for martin's family

said this adds nothing new to the case. the trial is due to eginn next june. 8:18. a bomb in afghanistan has killed two nato troops. the nato-led alliance said it happened yesterday in southern afghanistan. it did not give details on the exact location off the identities of those who died. there have been at least 384 service members killed in afghanistan so far this year. most of them were americans. a military appeals court has removed the judge in the fort hood shooting case. the u.s. court of appeals for the armed forces ruled yesterday that colonel gregory gross was not impartial in the case of major nidal hassan. the court also threw out the judge's order for hassan to be forcibly shaved, saying the command, not the judge, is responsible for enforcing grooming standards. hassan faces the death penalty in the 2009 shootings that left 13 people dead and more than

the tea party group freedom works says dick army has retired. he's a former house majority leader who represented texas from 1985 to 2002. in an interview, army said that the group's leadership was taking a direction he thought was unproductive. the group's executive vice president says army stepped dunn on friday and the organization wishes him well. new information on home prices show the housing market is bouncing back. the prices of u.s. homes rose 6.3% this october compared to the same month last year. the real estate analyst company corelogic said it's the largest year over year gain in six years. steady prices are encouraging sellers to sell and buyers to buy before prices get too high and mortgage rates go up.

welcome back. 8:28. public nudity faces a final vote today in san francisco city hall. brian flores joining us live from the city with the details of what this possible ban would mean today.

good morning, brian. >> good morning, dave. there was a preliminary vote in late november as many people know. this was the scene on november 20th. as several people stripped off their clothes insides city hall. we are expecting the same thing today as supervisors take that final vote. what this ordinance would basically do is this -- it would prohibit nudity on public streets, sidewalks and other places, with the exception of parades and fairs and festivals, some of them. while some say they welcome the ban. we talked with some people. here's what they are saying, about the possible ban. i know nudity is part of

everything. at what point does it -- you know -- i don't appreciate it. i'm not gonna go nude in front of them. >> if somebody wants to be nude, they can be nude in their apartment. i don't want to see it. >> i have seen -- i think people my age, over 35, 40 should be covered. >> reporter: a lot of differing opinions there. this could take effect on february 1st. opponents say they will saturday night this to the very end. the supervisors' meeting is scheduled this afternoon. brian flores, ktvu channel 2

that's another tree still liening dangerously toward the house. earlier this year, san jose imposed a plastic bag ban. city leaders say it helped to reduce the amount of trash on the streets and in the storm drain system. in hayward, police say they used surveillance video to arrest a burglar, suspected of stealing from a classroom for special education students three times in list than 24 hours. police say john rodi burglarized the classroom and eldridge element other skoon -- elementary on sunday night. some of those items were recovered during his arrest. ridi was on probation and now 's facing new burglary

charges. >> 8:33. san francisco housing authority employees filed several complaints about their boss henry alvarez. several members of the -- of mayor lee's staff said they've known about the complaints. that is according to the chronicle. the chronicle reports a second lawsuit -- in the new lawsuit, the housing authority claims he was stripped of his responsibilities after taking a two-week patternty leave after a medical leave. there's another lawsuit of bullying, using racist language and trying to fire a house

authority employee. >> now, democrats have a two- thirds majority in both the senate and the assembly which means they can pass legislation without needing republican votes. this historic super majority and we intend to use it purposely -- with purpose and -- with humility and with great strength. now, the democrats super majority may not last long because in april, several democrats are expected to leave their seats. we've just learned -- we've just learned that dennis allen's father has passed away. the raiders released the information minutes ago and coach allen after -- left after

autistic girl missing. staff members followed her for several blocks to the fruitvale b.a.r.t. station where they lost site of her. she was found two days later on a muni bus. family members say she was badly beaten and sexually assaulted. police will only say that an arrest has been made. >> if he is the one that committed the crime, i just am gonna do everything i can to make sure that this man spends the rest of his life in prison. >> we're told that the 36-year- old -- that a 36-year-old man was arrested. but at this point, police have not released any other details. the girl's dad tells us that oakland police will hold a news conference about the case later today. we're trying to get the specific information about a

every year, 36,000 people die in the u.s. because of flu- related illnesses. today newark, new jersey's mayor cory booker, will begin his challenge to live on food stamps for one week. the stanford grad made the bet on twitter with one of his followers. the two will eat only what they can buy with $29.87. that's the average amount people spend each week with food stamps. booker says he will live off beans, corn and apples for the next week. 8:47. some libraries on the peninsula are trying something unusual to allow book borrowers to pay overdue fines. there's a project called food for fines. people who return books or dvds late can pay off overdue fees with any amount of worked or canned food. all of the food donated will be going to second harvest food bank. the libraries will also accept food donations from people who

highway 1 near devil's slide. starting at 9:00 this morning, one lane of traffic will be open on highway 1 between linda mar boulevard and pacifica and the north portal area of devil's slide. that's at 9:00 a.m., again. that work should be finished by 3:00 this afternoon. well, the rain that's expected tonight is already causing fears of land slides. the national weather service says reservoirs are rising, hills out there are waterlogged, the u.s. geological is focused on marin county because so many homes there are on hillsides. later this morning, the american civil liberties commission will challenge plans to use surveillance drone planes in alameda county. the alameda county sheriff's office recently applied for a federal grant to buy a drone plane to be used for rescue missions, bomb threats and s.w.a.t. operations. the aclu can argue that it can prove that the sheriff's office
